This is just one of the many paths pilgrims would take on their journey up to the white palace to pay their respects. The golden objects on the right side of the pictures are their prayer wheels as someone would journey to the palace they will spin the wheels and say a prair. No one in the picture is spinning them so I can only assume it's not required.
